Woodlands Transformation: Regional Centre, RTS Link & the North Coast Innovation Corridor

Wynwood Grand Sales Team6 min readUpdated 2026

From “ulu” to anchor

For decades Woodlands was Singapore’s quiet northern edge. URA’s regional-centre strategy changed the script: Woodlands Regional Centre is planned as the north’s commercial hub — over 100 hectares of offices, retail and mixed-use space, with up to 100,000 jobs projected over the next 10–15 years. The Draft Master Plan 2025 then placed Woodlands inside the North Coast Innovation Corridor, a business-lifestyle-leisure belt along the northern waterfront.

Key takeaway

Regional-centre designation is a 15-year government commitment, not a developer brochure promise.

The RTS Link changes the border

The Johor Bahru–Singapore Rapid Transit System terminates at Woodlands North — two TEL stops from Wynwood Grand. Four kilometres, a ~5-minute ride, co-located CIQ clearance, and capacity for 10,000 passengers per hour per direction. Passenger service is targeted for end-2026 / January 2027 — timelines have shifted before, so treat the date as a target, not a guarantee. Combined with the Johor–Singapore Special Economic Zone and a planned fivefold expansion of Woodlands Checkpoint by 2032, the Causeway corridor becomes daily infrastructure.

A “healthy eco district” at your gate

Wynwood Grand sits inside the precinct URA/HDB frame as a healthy eco district: the 7.66-hectare Woodlands Health Campus (opened 13 July 2024; 1,000 acute and community beds plus ~400 long-term-care beds), the 1.5-hectare Healing Garden the site fronts, Singapore Sports School next door, and park connectors threading to Admiralty Park and Woodlands Waterfront.

What it means for values

The demand pool is visible in HDB data: ~1,411 four-room-and-larger Woodlands flats reached MOP in 2022–2026, with 2,700+ more across Woodlands/Sembawang/Yishun in 2026–2027 — and the last Woodlands EC launched a decade ago (Northwave, 2016). Nearby benchmarks: Norwood Grand (private, CDL) averaged ~$2,040–2,064 psf; older Woodlands ECs resell at $1,046–1,351 psf (2025 averages). Structural drivers don’t guarantee returns, but they explain why both Woodlands Drive 17 EC plots drew record land bids (CDL at S$782 psf ppr for 440 units, Sim Lian at S$794 psf ppr).

Key takeaway

Wynwood Grand represents Plot 1 by CDL in the Woodlands Drive 17 EC enclave. Often compared under the broader "CDL Sim Lian EC" twin-parcel development, the adjacent Plot 2 is being developed by Sim Lian (~480 units, est. 2027) as a distinct subsequent project.

Q&A

Common questions

It is a 10–15 year build-out, phased from the late 2020s — expect progressive job and retail growth rather than a single opening date.

Passenger service is targeted for end-2026 / January 2027 and construction is past the halfway mark — but cross-border projects have shifted before; treat it as a strong target.

Woodlands remains among the most affordable regional-centre-adjacent towns — Wynwood Grand’s analyst-indicative ~$1,750–2,000 psf sits below OCR private averages (~$2,300 psf, 2025).
