HOUSING LOAN

Wynwood Grand EC Housing Loan: MSR, TDSR, LTV & CPF

Executive condominiums are financed with bank loans only, and three ratios decide how much you can borrow: the Mortgage Servicing Ratio, the Total Debt Servicing Ratio and the loan-to-value limit. This page sets out each rule as commonly published, how CPF and grants fit in, and a worked example for a S$14,000-a-month household; verify current figures with MAS, HDB or your banker.

Loan type
Bank loan only (no HDB loan for ECs)
MSR
30% of gross monthly income
TDSR
55% of gross monthly income
LTV
Up to 75% (5% cash + up to 20% CPF OA)
Stress-test rate
4% p.a. (floor rate used by banks)
CPF Housing Grant
Up to S$30,000 for eligible first-timers

Why EC buyers use bank loans

Although executive condominiums are launched under HDB eligibility rules, they are built and sold by private developers, and HDB does not provide housing loans for them. Every Wynwood Grand buyer therefore borrows from a bank or finance company regulated by the Monetary Authority of Singapore. Bank loans are priced off market rates (fixed, floating or board-rate packages) rather than the HDB concessionary rate, and the amount you can borrow is governed by the MAS rules below.

Because the loan is a bank loan, an In-Principle Approval (IPA) from at least one bank is the practical first step. The IPA tells you the maximum loan the bank will extend based on your income, existing debts and age, and is normally valid for about 30 days. For an EC you also need HDB’s HDB Flat Eligibility (HFE) letter, which confirms your EC eligibility, income ceiling position and any CPF Housing Grant before you apply.

MSR, TDSR and LTV explained

The three limits that cap an EC loan (as commonly published; verify with MAS)
RuleLimitWhat it covers
Mortgage Servicing Ratio (MSR)30% of gross monthly incomeMonthly repayment on the EC loan alone. Applies to HDB flats and ECs bought from the developer.
Total Debt Servicing Ratio (TDSR)55% of gross monthly incomeAll monthly debt repayments combined: the EC loan plus car loans, credit cards, personal loans and any other property loans.
Loan-to-value (LTV)Up to 75% of price or valuation, whichever is lowerThe remaining 25% is your downpayment: at least 5% in cash, the balance from CPF OA or cash.
Stress-test interest rate4% p.a. (or the actual rate if higher)Banks compute MSR and TDSR at this floor rate, not the package rate you will actually pay.

The binding constraint for most EC buyers is MSR, because 30% of income tested at 4% translates to a smaller loan than the 75% LTV ceiling for typical EC prices. Variable income such as commissions and bonuses is usually counted at a haircut, commonly 70%, and rental income likewise, so your assessable income may be lower than your payslip total.

Loan tenure matters too. For HDB flats and ECs, the maximum bank loan tenure is 30 years. To keep the full 75% LTV, the loan should end by the time the oldest borrower turns 65 and stay within the shorter tenure band that MAS sets for HDB and EC loans; longer tenures or loans running past 65 reduce the LTV to 55% and raise the cash component. Your banker will confirm the tenure available to you.

CPF savings and the CPF Housing Grant

  • CPF Ordinary Account savings can fund up to 20% of the price at the downpayment stage (the 25% not covered by a 75% loan, less the 5% cash minimum), pay Buyer’s Stamp Duty and legal fees, and service monthly instalments.
  • Eligible first-timer EC households may receive a CPF Housing Grant of up to S$30,000. The grant is income-tiered: as commonly published, S$30,000 for average monthly household income up to S$10,000, S$20,000 up to S$11,000 and S$10,000 up to S$12,000, with no grant above that. A half grant applies where only one applicant is a first-timer. Verify the current tiers with HDB.
  • The grant is credited to your CPF OA and used towards the purchase; it does not raise your loan limit, but it reduces the cash or CPF you need upfront.
  • Wynwood Grand buyers are assessed under the S$16,000 monthly household income ceiling (the new S$18,000 ceiling applies only to sites tendered on or after 24 August 2026).

Worked example: a S$14,000-a-month household

Consider a married couple with combined gross monthly income of S$14,000, no other loans, aged such that a 25- or 30-year tenure is available. All figures are indicative and assume the 4% stress-test rate; your bank’s computation will differ at the margin.

Scenario maths only. The S$1.6m price is an analyst-derived illustration, not a Wynwood Grand price. A car loan or other debt would reduce the TDSR headroom; variable income is typically haircut. Confirm with your banker.

The example shows why the income ceiling and the MSR together make unit choice and downpayment planning important for EC buyers. Sale proceeds from an existing HDB flat, CPF refunds and the Deferred Payment Scheme are the usual ways households bridge the gap between the MSR-capped loan and the price. Run your own numbers with the calculator below, then let the sales team check them against current bank criteria.

Practical checklist before you book

  1. 1

Check EC eligibility and apply for the HFE letter

Confirms citizenship, income ceiling (S$16,000 for this project), property ownership history and CPF Housing Grant.

  2. 2

    Gather income documents

Recent payslips, CPF contribution history, Notice of Assessment and, for variable income, 12 months of records.

  3. 3

    Obtain an In-Principle Approval

From one or two banks, so you know your MSR- and TDSR-tested loan limit before booking day.

  4. 4

    Settle existing debts where possible

Clearing a car loan or credit-card balance can materially raise TDSR headroom; MSR is unaffected by other debts but TDSR is not.

  5. 5

    Decide on the payment scheme

Normal Progressive or Deferred Payment changes when the loan is drawn and may affect which bank package suits you.

Frequently asked questions

No, executive condominiums are financed by bank loans only. HDB loans are not available for ECs even though HDB eligibility rules apply to the purchase.

Up to 75% of the price or valuation, but capped by MSR (30% of income) and TDSR (55%), tested at a 4% stress rate. For most EC buyers the MSR is the binding limit.

Roughly S$795,000 over 25 years or S$880,000 over 30 years under MSR at 4%, indicative only. Other debts, variable income and age can reduce this. Confirm with your banker.

At least 5% of the price in cash for the option fee; the rest of the 25% downpayment can come from CPF OA. If MSR caps your loan below 75%, the shortfall must also be covered by cash or CPF.

First-timer EC households with average monthly income up to S$12,000 may receive S$10,000–30,000 depending on income tier, as commonly published. HDB confirms the amount in your HFE letter; verify the current tiers with HDB.

Before booking: obtain the HFE letter first, then a bank In-Principle Approval, which is usually valid for about 30 days.

No, it is only the rate banks use to test MSR and TDSR; your actual package rate is set by the bank and may be lower.
