Estimate your levy
The resale levy is HDB’s way of reducing the subsidy enjoyed by households that buy a second subsidised home. It applies when you have previously bought a BTO, Sale of Balance, DBSS or EC unit, or a resale flat with a CPF Housing Grant, and you now buy a new EC such as Wynwood Grand from the developer. Pick your previous flat type below for the figure.
HDB resale levy estimate
Resale levy payable
S$40,000
Paid to HDB in cash when you take possession, or deducted from the sale proceeds if you sell the flat first.
Based on HDB’s published resale levy schedule. Confirm your exact levy and timing with HDB before booking.
Who pays and who does not
- Pays: second-timers whose first home was a subsidised flat or EC. Under Wynwood Grand’s old-rule quota, up to 30% of launch units are set aside for this group, bookable from one month after launch.
- Does not pay: first-timers, and buyers whose previous flat was bought on the resale market without a CPF Housing Grant.
- Half levy: households that received a Singles Grant on the first flat pay half the fixed amount.
- Not a levy: buyers who have taken a subsidy twice already are generally not eligible for a third subsidised purchase; check your position with HDB before registering.
Fixed levy for flats sold on or after 3 March 2006
| First subsidised flat | Levy (household) | Levy (Singles Grant recipient) |
|---|---|---|
| 2-room | S$15,000 | S$7,500 |
| 3-room | S$30,000 | S$15,000 |
| 4-room | S$40,000 | S$20,000 |
| 5-room | S$45,000 | S$22,500 |
| Executive flat | S$50,000 | S$25,000 |
| Executive Condominium | S$55,000 | S$27,500 |
A typical Woodlands upgrader who bought a 4-room BTO, served the Minimum Occupation Period and sells it to fund a Wynwood Grand unit would therefore budget S$40,000 for the levy, on top of the downpayment and stamp duty.
Graded levy for flats sold before 3 March 2006
If your first subsidised flat was sold before 3 March 2006, the levy is a percentage of the selling price or 90% of its market valuation, whichever is higher, rather than a fixed sum. The rate runs from 10% for a 2-room flat to 25% for a 5-room or Executive flat, with 3-room and 4-room flats in between. Interest accrues on the unpaid amount from the date of sale, so a levy from the early 2000s can be substantially larger than the headline percentage suggests.
When the levy is paid
- 1
Flat already sold
If you sold the first flat before buying the EC, the levy is paid in cash to HDB at the point of the EC purchase, before HDB confirms your eligibility for the developer to issue the Sale and Purchase Agreement.
- 2
Flat still owned
If you sell the first flat after booking the EC, HDB deducts the levy from the sale proceeds. You must still complete that sale within six months of the EC obtaining its Temporary Occupation Permit.
- 3
Timing of the money
The levy cannot be paid from the EC bank loan. Count it as a cash item alongside the 5% option fee when planning the purchase.
