Upcoming EC Launches 2026–2027: Old-Rule vs New-Rule Sites

Wynwood Grand Sales Team7 min readUpdated Oct 2026

The 2026–2027 EC roadmap at a glance

The next eighteen months will deliver the last cluster of Executive Condominiums sold under the pre-8 May 2026 rules, followed by the first sites tendered under the new framework. For buyers the distinction decides your Minimum Occupation Period, when the unit can be sold to foreigners, whether a Deferred Payment Scheme exists, and — through a separate cut-off date — which income ceiling applies. The table below lists every known EC site with a developer attached, plus the two future Government Land Sales parcels that will set the new-rule benchmark.

Old rules vs new rules: the 8 May 2026 line

On 8 May 2026 the Government tightened the EC framework for every site tendered from that date: the MOP doubles from 5 to 10 years, full privatisation moves from 10 to 15 years after TOP, the first-timer launch quota rises from 70% to 90% with a 2-year priority window, and the Deferred Payment Scheme is withdrawn. Sites whose tenders closed before 8 May keep the old rules permanently — the exemption attaches to the land parcel, not to any individual buyer or launch phase. Five awarded sites qualify: Senja Close, both Woodlands Drive 17 plots, Sembawang Road and Miltonia Close. Coastal Cabana and Rivelle Tampines were already launched and also sit on the old side of the line.

Key takeaway

Key takeaway: the 2026–2027 pipeline is the final old-rule cohort. After Miltonia Close, every new EC in Singapore will carry a 10-year MOP and no DPS.

What each rule set means for buyers

Old-rule and new-rule ECs serve different buyers: the old framework suits HDB upgraders who want an exit at the five-year mark; the new one keeps ECs as long-hold owner-occupied housing.

  • MOP 5 vs 10 years: under old rules you can sell to Singapore Citizens and PRs five years after TOP; under new rules you wait a decade. For a unit with an estimated TOP around 2030, that is roughly 2035 versus 2040.
  • Privatisation 10 vs 15 years: foreigners and corporate buyers enter the resale pool at year 10 under old rules — historically the point where EC prices converge towards private condos — versus year 15 under new rules.
  • Quota 70/30 vs 90/10: old-rule sites reserve 30% of units for second-timers from month two of sales (about 126 units at Wynwood Grand); new-rule sites leave only around 10%, after a 2-year first-timer priority window.
  • Deferred Payment Scheme: old-rule developers may offer DPS at a typical ~3% premium, letting HDB owners defer most payments until near TOP; recent launches saw 50–85% take-up. New-rule sites offer progressive payment only.
  • Income ceiling: set by a separate cut-off (below), so an old-rule site is still assessed at S$16,000.

S$16,000 or S$18,000? It depends on the tender date

The National Day Rally 2026 raised the EC income ceiling from S$16,000 to S$18,000, but HDB applies the higher figure only to EC sites whose tenders close on or after 24 August 2026. That is a different date from the 8 May rules cut-off, and it means every site in the 2026–2027 launch table — all five grandfathered parcels plus Coastal Cabana and Rivelle — is assessed at S$16,000. The first ECs to use S$18,000 will be the future GLS parcels at Canberra Drive and Sembawang Drive, assuming their tenders close after 24 August 2026, with launches not expected before late 2027.

Households earning between S$16,001 and S$18,000 therefore face a trade-off: wait for a new-rule site and accept the 10-year MOP, or check whether their application structure legitimately fits the S$16,000 ceiling at an old-rule site. HDB has strict rules on who must be included in the nucleus, so confirm this against your HFE letter rather than assuming it.

How to sequence applications across launches

EC balloting is per launch, so a household can e-apply for several projects in succession — but can hold only one booking and needs a valid HFE letter each time. Line up launches by expected date, apply to your preferred project first, and treat later launches as fallbacks rather than parallel bets.

  • If you miss the ballot at your first choice, your HFE letter and bank approval carry over to the next launch — refresh both before they lapse.
  • Second-timers: each old-rule launch opens its 30% quota only from month two — sequence around those dates, not preview dates.
  1. Now – Q4 2026: secure the HFE letter

Processing takes weeks; its validity must cover the preview you are targeting. Line up a bank in-principle approval sized to the 30% MSR at the same time.

  2. Late 2026 / early 2027: Wynwood Grand and Solano Grand (est.)

CDL’s two old-rule sites. First-timers e-apply at preview; second-timers book from month two.

  3. Q1 2027: Sembawang Road EC (est.)

Smallest site in the cohort at ~265 units — a thin second-timer quota.

  4. Q2 2027: Woodlands Drive 17 Plot 2 (est.)

Sim Lian’s ~560-unit neighbour on the record S$794 psf ppr land price. Same precinct as Wynwood Grand, likely a later TOP.

  5. 2027: Miltonia Close EC (est.)

Hoi Hup’s ~430 units in Yishun — the last old-rule launch.

  6. Late 2027 – 2028: first new-rule ECs (est.)

Canberra Drive and Sembawang Drive; 10-year MOP, no DPS, S$18,000 ceiling expected.

Where Wynwood Grand sits in the roadmap

Wynwood Grand is CDL Divine’s Plot 1 at Woodlands Drive 17: ~420 units (HDB estimate) on a 25,207 sq m site with a low 1.7 plot ratio, tendered on 5 August 2025 at S$782 psf ppr. It is first in the old-rule queue for the north, the first new EC in Woodlands since Northwave in 2016, and the only one in the cohort directly beside Woodlands Health Campus and Singapore Sports School with Woodlands South MRT (TE3) about three to five minutes’ walk away. Preview is expected late 2026 / early 2027, TBC by CDL.

Its closest comparison is the Sim Lian plot next door: larger (~560 units), denser (plot ratio 2.1), on a higher land cost (S$794 psf ppr), with a launch estimated around Q2 2027. Both are old-rule and assessed at S$16,000, so the choice will come down to pricing, site plan, unit mix and timing — none published yet. Analysts project Wynwood Grand launch pricing in the S$1,750–2,000 psf range; treat that as a modelling spread, not a developer price.

  • Old rules: 5-year MOP, 10-year privatisation, 70/30 quota, DPS available.
  • Income ceiling: S$16,000 — the S$18,000 figure does not apply to this site.
  • Second-timer quota: about 126 units (30% of ~420), bookable from month two.
  • Developer: CDL, which sold out Copen Grand and Lumina Grand.

Key takeaway

Wynwood Grand is not the developer’s official site; this roadmap is compiled by the appointed marketing team at Huttons Asia from HDB tender data and published reports. Dates and prices are estimates until CDL announces them.

Q&A

Common questions

Estimated 2027 launches: Sembawang Road EC (Q1), Woodlands Drive 17 Plot 2 by Sim Lian (around Q2) and Miltonia Close EC by Hoi Hup (2027), with Wynwood Grand and Solano Grand straddling late 2026 and early 2027. All dates are estimates and TBC by the developers.

Five grandfathered sites: Senja Close (Solano Grand), Woodlands Drive 17 Plots 1 (Wynwood Grand) and 2, Sembawang Road and Miltonia Close. Their tenders closed before 8 May 2026, so they keep the 5-year MOP, 10-year privatisation and DPS.

No. The S$18,000 ceiling applies only to sites whose tenders close on or after 24 August 2026. Every launch in the 2026–2027 table is assessed at S$16,000.

Yes — e-application is per project, so you can ballot at successive launches with the same HFE letter while it stays valid. You can hold only one booking at a time.

The future GLS parcels at Canberra Drive (~185 units) and Sembawang Drive (~450 units) are expected to be tendered in 2026 and launched around late 2027 to 2028, under the 10-year MOP framework. Timing is TBC.
