Update log

The entries below are drawn from HDB tender records, CDL announcements and policy statements, in reverse date order. Where a date is approximate it is marked as such. Nothing here should be read as a launch date or price until CDL publishes one.

  1. Pricing, eligibility and floor-plan pages reviewed; unit estimate aligned to HDB's tender figure of ~420. Details

  2. NDR 2026 raises the EC income ceiling to S$18,000, but only for sites tendered on or after 24 Aug 2026. Wynwood Grand stays at S$16,000 under the old rules. Details

  3. CDL confirms the name "Wynwood Grand" for the Woodlands Drive 17 (Plot 1) EC, alongside Solano Grand at Senja Close. Details

  4. EC rules change for sites tendered from 8 May 2026 (10-year MOP, no DPS). Wynwood Grand's tender closed 5 Aug 2025, so it keeps the 5-year MOP and DPS. Details

  5. Sim Lian wins the adjacent Plot 2 at S$794 psf ppr (~560 units), a new EC land record; its launch is expected in 2027. Details

  6. HDB awards Woodlands Drive 17 Plot 1 to CDL Divine Pte. Ltd. at S$360.9 million (S$782 psf ppr). Details

Expected sequence to launch

  1. 1

    Name confirmed (done)

CDL named the Plot 1 project Wynwood Grand around July 2026, alongside Solano Grand at Senja Close. This usually precedes marketing material by a few months.

  2. 2

    Showflat and e-application

EC showflats conventionally open with an e-application window about two weeks before booking. Expected late 2026 or early 2027; CDL has not confirmed a date.

  3. 3

    Ballot

Applications are balloted for a queue position. Under the old-rule quota, 70% of units are reserved for first-timers at launch and 30% for second-timers, who may book from one month after launch.

  4. 4

    Booking and S&P

Successful applicants select a unit, pay the 5% option fee in cash, and exercise the Sale and Purchase Agreement within eight weeks, choosing NPS or DPS.

  5. 5

    Construction and TOP

HDB EC terms allow about 60 months from tender acceptance to completion, which points to a TOP around 2030. This is an inference, not a developer commitment.

What will trigger a new entry

  • CDL or Huttons announcing the preview, e-application or booking dates.
  • Release of the official site plan, unit mix, floor plans or price list.
  • Any further HDB or MAS policy change that affects old-rule ECs, income ceilings, MSR or LTV.
  • Milestones on the adjacent Sim Lian Plot 2, which is a separate project but will shape buyer comparisons.
  • Material infrastructure news for Woodlands South, such as the RTS Link passenger start at Woodlands North.
