About City Developments Limited
City Developments Limited (CDL) was founded in 1963 and is listed on the Singapore Exchange. It is the property flagship of the Hong Leong Group and is widely regarded as one of Singapore’s largest and longest-established property developers. Its portfolio spans private residential, commercial and hospitality projects in Singapore and overseas.
Like most large developers, CDL holds each project through a dedicated subsidiary. For Woodlands Drive 17 (Plot 1), the tendering and contracting entity is CDL Divine Pte. Ltd. This is the name you will see on the HDB tender award, the option to purchase and the sale and purchase agreement. In practice, the project is planned, marketed and delivered by CDL’s residential team under the CDL brand.
CDL is active in the north of Singapore beyond this site. Its private condominium Norwood Grand at Champions Way, close to Woodlands Drive 17, transacted at roughly S$1,983–2,122 psf (average about S$2,040–2,064 psf), which is a useful local benchmark when thinking about EC pricing. In August 2025 CDL also won the Senja Close EC site in Bukit Panjang, since named Solano Grand, so Wynwood Grand is one of two CDL executive condominiums expected in the same launch window.
CDL’s executive condominium track record
CDL is not new to the EC segment. Its earlier EC projects include Blossom Residences and Piermont Grand, and its two most recent launches both sold out. The table below summarises what our fact sheet supports; where a figure is not in the record we leave it blank rather than guess.
| Project | Location | Launch | Units | Avg launch psf | Outcome |
|---|---|---|---|---|---|
| Blossom Residences | — | — | — | — | Completed EC |
| Piermont Grand | — | — | — | — | Completed EC |
| Copen Grand (with MCL Land) | Tengah, D24 | Oct 2022 | 639 | ~S$1,337 | Sold out |
| Lumina Grand | Bukit Batok, D23 | Jan 2024 | 512 | S$1,464 | 53% launch weekend; since sold out |
| Wynwood Grand | Woodlands Drive 17, D25 | Late 2026 / early 2027 (TBC) | ~420 (HDB est.) | TBC | Upcoming |
Two points stand out. First, Copen Grand and Lumina Grand sold out even though Lumina Grand opened at a 53% launch-weekend take-up, which shows the developer’s pricing and release strategy over the full sales period rather than only on day one. Second, the price steps between these projects (about S$1,337 psf in 2022 to S$1,464 psf in 2024) track the broader EC market, which has since moved to S$1,700–1,900 psf for 2025–2026 launches.
The Woodlands Drive 17 (Plot 1) tender
The site was released under the 1H2025 Government Land Sales Confirmed List. HDB launched the tender on 8 April 2025 and closed it at noon on 5 August 2025 with five bids. The award to CDL Divine Pte. Ltd. followed on 26 August 2025.
- Winning bid
- S$360,899,000
- Land rate
- S$782.41 psf ppr (≈S$8,421.79 psm GFA)
- Second bid
- Sim Lian, S$360,280,000 (S$781.07 psf ppr), about S$619,000 or 0.17% behind
- Site area
- 25,207.2 sq m (≈271,328 sq ft)
- Plot ratio / max GFA
- 1.7 / 42,853 sq m
- Tenure
- 99-year leasehold from August 2025
At S$782.41 psf ppr the bid was the highest EC land rate on record at the time. It has since been surpassed by the adjacent Plot 2, which Sim Lian won in January 2026 at about S$794 psf ppr for a separate project of roughly 560 units. The two plots are neighbours but different developments; Wynwood Grand is CDL’s Plot 1 only.
The tender carried two conditions worth knowing. The development must include at least 500 sq m of gross floor area for an early childhood development centre, and its design is expected to tie in with the adjacent Woodlands Healing Garden and Woodlands Health Campus. The plot ratio of 1.7 is low by recent EC standards (Senja Close is 3.0, Rivelle 2.5, Plot 2 2.1), which generally allows a less dense site layout, although block count, storeys and facilities have not been announced.
What a listed developer’s track record means for buyers
An EC is bought off-plan and completed around four to five years later, so the developer matters as much as the floor plan. A few practical points follow from buying from an SGX-listed developer with completed EC projects behind it.
- Completion reliability: a listed developer reports to shareholders and regulators, has balance-sheet depth and has delivered multiple EC projects through to TOP and CSC. Progress payments under the Housing Developers (Control and Licensing) rules are held in a project account either way, but a strong sponsor reduces the risk of delays.
- Build quality and defects handling: completed projects give you a reference. You can visit resale units at Copen Grand or Lumina Grand, or speak to owners, to judge finishes and how defects were managed during the defects liability period.
- Deferred Payment Scheme: DPS is offered at the developer’s discretion and ties up the developer’s own capital until TOP. Well-capitalised developers are more able to offer it, and Wynwood Grand is among the last ECs where DPS can be offered at all.
- Pricing discipline: the land cost of S$782.41 psf ppr is public, so analyst launch-price models (about S$1,750–2,000 psf, indicative only) can be sanity-checked against it. The official price list is released by CDL at launch.
None of this guarantees a particular outcome, and this site is not affiliated with CDL. Our role as the sales team is to give you the facts as published, help you check eligibility and financing, and register your interest so that you receive the preview date, e-brochure and price list as soon as CDL releases them.
