Wynwood Grand EC Review: Honest Pros, Cons and Who It Suits

Wynwood Grand Sales Team7 min readUpdated Oct 2026

The short verdict

Wynwood Grand has not launched, so there are no owner reviews, no showflat to walk through and no confirmed price list. This review is therefore a pre-launch assessment of the project on the facts that are public: the HDB tender, the site, the rules it sells under and the market around it. It is not a verdict on a finished home.

A disclosure matters here. We are the appointed sales team for Wynwood Grand (Jeffery Ng, Huttons Asia, CEA R050136D), not CDL, and we earn from sales. We have tried to write the page we would want to read as a buyer, which means giving the risks as much space as the strengths. Every figure comes from HDB tender records or published market reports, and anything not confirmed is marked indicative or TBC.

What Wynwood Grand does well

These are the points that make the project worth shortlisting if you are eligible.

  • The rules are the main attraction. Because the tender closed on 5 August 2025, Wynwood Grand keeps the 5-year MOP, 10-year privatisation, 70/30 launch quota and a Deferred Payment Scheme that the developer may offer. Sites tendered from 8 May 2026 carry a 10-year MOP, 15-year privatisation and no DPS, and only five awarded sites islandwide keep the old terms.
  • Transport is close. Woodlands South (TE3) on the Thomson–East Coast Line is an estimated 270–300 m away, one stop from the Woodlands interchange and two from Woodlands North, the planned RTS Link station for Johor Bahru (targeted end-2026 / Jan 2027).
  • Density is on the low side. A plot ratio of 1.7 compares with 2.1 for the adjacent Plot 2 and 3.0 at Senja Close, which usually means more ground-level space and wider spacing between blocks.
  • The surroundings are institutional and green: Woodlands Health Campus, the 1.5 ha Woodlands Healing Garden, Singapore Sports School and Christ Church Secondary beside the site, with Innova Primary on the same road.
  • The developer has a clearing record. CDL’s earlier ECs Copen Grand and Lumina Grand both sold out. That is evidence about delivery and sell-through, not about price.
  • The price gap to private housing is real. On 2025 averages, new ECs ran about S$864 psf below new 99-year private condos, and the nearby private Norwood Grand by CDL transacted around S$2,040–2,064 psf on average.

What to weigh carefully

None of these is a reason to avoid the project, but each can change whether it is right for you.

  • Price is unconfirmed, and the land was expensive. S$782.41 psf ppr was a record for an EC at the time. Analysts project roughly S$1,750–2,000 psf, but CDL sets the real price list at launch, and the market has moved a long way since earlier ECs.
  • Supply is coming next door. Sim Lian’s Plot 2 (about 560 units, S$794 psf ppr, a newer EC land record) is expected around Q2 2027, plus other 2027 launches. That adds competition for resale and rental, and it could matter more than the first launch price.
  • The wait is long. TOP is around 2030 (an agent estimate) and the 5-year MOP only starts after completion, so you are committing for a long horizon before you can sell.
  • DPS has a cost. The Deferred Payment Scheme usually carries a premium of around 3%, and the 5% option fee must be paid in cash under both payment schemes.
  • Eligibility is tighter than a private condo. At least one Singapore Citizen forming a family nucleus, combined household income up to S$16,000 a month, and no private property owned or disposed of in the past 30 months. Second-timers may also face a resale levy.
  • Launch demand is not guaranteed to be explosive. Lumina Grand sold 53% over its launch weekend and cleared later. Do not assume Wynwood Grand will sell out on day one, and do not assume waiting guarantees a better unit.
  • Facts still missing: final unit mix and sizes, maintenance fees, the showflat, and CDL’s DPS terms. Anything we say about them today is an estimate.

Key takeaway

The biggest risks are the launch price against the S$782.41 psf land cost, and the extra Woodlands EC supply arriving in 2027. Neither can be judged until CDL releases its price list.

Who it suits, and who should skip it

Use these as a starting filter, then test them against the official price list.

  • Good fit: HDB upgraders in the north who meet the S$16,000 ceiling, want the old 5-year MOP, value MRT access and a lower-density site, and can hold for the long term.
  • Good fit: second-timers who qualify under the 30% quota, if they are comfortable joining one month after launch and checking for resale levy.
  • Think twice: buyers who need to move in soon. TOP is around 2030, so a resale or BTO may fit a shorter timeline.
  • Think twice: buyers who are stretching to the income ceiling, because MSR caps the loan repayment at 30% of gross monthly income, at most S$4,800 a month at S$16,000.
  • Skip, or compare first: buyers who want a city-centre address or who are not eligible for an EC. Compare against resale ECs and private condos using our EC vs condo guide.

How to judge it on preview day

When CDL releases the price list and showflat, check these before you book.

1. Compare psf with the S$1,750–2,000 range

Work out the psf for your exact unit type and stack, then compare with the analyst range and with Norwood Grand nearby. A price at the top of the range needs a strong reason.

Looking at the headline average instead of your own unit.

2. Read the unit mix and sizes

Confirm the real mix of 3- to 5-bedroom layouts and sizes (indicatively about 915–1,560 sq ft) against what you need.

3. Price the payment scheme

Compare Normal Progressive Payment with the Deferred Payment Scheme premium, and plan cash for the 5% option fee.

Treating DPS as free when it carries a premium of around 3%.

4. Stress-test your loan

Run MSR at 30% and TDSR on your own numbers, and add the buffer for higher interest rates.

5. Check the neighbours

Note the Plot 2 timeline and think about how the next EC supply could affect resale and rental.

Q&A

Common questions

For eligible upgraders it combines old 5-year MOP rules, an MRT-adjacent site and a lower plot ratio, but the launch price against a record S$782.41 psf ppr land cost and the extra Woodlands EC supply in 2027 are the main risks. Judge it on the official price list, not the brand.

Not yet. The project has not launched or been built, so any owner review would not be genuine. This page is a pre-launch assessment based on the HDB tender, the site and published market reports.

The price is unconfirmed after a record land bid, nearby supply from Sim Lian’s Plot 2 is expected around Q2 2027, TOP is around 2030, DPS usually carries a premium of around 3%, and the S$16,000 income ceiling and Singapore Citizen requirement limit who can buy.

Both are CDL old-rule ECs with the same rules and income ceiling. Wynwood Grand has a lower plot ratio (1.7 vs 3.0) and sits beside Woodlands South MRT, while Solano Grand is a smaller project of about 295–306 units in Bukit Panjang. Our comparison article sets out the details.
