Entry price against the benchmarks
Wynwood Grand EC has no published price list; preview is expected late 2026 / early 2027, to be confirmed by CDL. What exists is a cluster of analyst estimates: Newmark S$1,750–1,850 psf, Knight Frank a launch just above S$1,800 with an average of S$1,900–2,000, and land-multiple models at S$1,800–1,860 as a base case. We use ~S$1,750–2,000 psf as the indicative band throughout, always as an estimate.
The nearest private benchmark is Norwood Grand, CDL’s condominium at Champions Way, at roughly S$1,983–2,122 psf (average ~S$2,040–2,064). The nearest EC benchmarks are the older Woodlands ECs — Bellewoods, Forestville, Twin Fountains and La Casa — reselling at S$1,046–1,351 psf on 2025 averages. Islandwide context is in the table below: new ECs averaged ~S$1,735 psf in 2025 against ~S$2,599 psf for 99-year private condos, a gap of about S$864 psf.
Read together, the indicative band sits below the nearby private benchmark and well above the older Woodlands EC resale market. The first gap is the discount for accepting EC restrictions; the second is the age and location premium of a new, MRT-adjacent development over 2010s-era stock. Neither gap predicts future value — they are starting positions.

The land-cost floor
CDL Divine Pte. Ltd. paid S$360.899 million for the Woodlands Drive 17 Plot 1 site, awarded on 26 August 2025 — S$782.41 psf per plot ratio, a record EC land rate at the time, beating Sim Lian’s second bid by about S$619,000 (0.17%). Five months later Sim Lian took the adjacent Plot 2 at a new record of S$794 psf ppr for ~560 units.
Land is only one input; construction, financing, marketing and margin sit on top, none published by CDL, and our factsheet carries no construction-cost figure, so we do not model one. What the land rate does establish is a floor: a developer that paid a record price for land has little room to launch below the prevailing EC market, which is why the analyst models converge in the S$1,750–2,000 band rather than the S$1,300–1,500 psf of 2022–2023 ECs.
One feature of the plot stands out: a low gross plot ratio of 1.7 (Senja Close 3.0, Plot 2 2.1) on 25,207 sq m allows a relatively spacious layout for ~420 units. Low density is a design advantage; it does not by itself lower the price per square foot.
Key takeaway
Record land bids tell you what two experienced developers believed about Woodlands demand in 2025–2026. They do not tell you what a unit will be worth in 2035.
Demand drivers
An investment case starts with who will want the unit after you. For Wynwood Grand the drivers are unusually concrete: most are already built or already announced.
- The MOP upgrader pool: ~1,411 four-room-and-larger Woodlands flats reached MOP in 2022–2026 (ERA, from HDB data), with 2,700+ more across Woodlands, Sembawang and Yishun in 2026–2027. They can buy an EC only by selling the flat, and most have the equity.
- A ten-year drought: the last Woodlands EC was Northwave in 2016. Pent-up local demand is the simplest explanation for both plots’ record bids.
- Jobs: Woodlands Regional Centre is planned as the north’s commercial hub — over 100 hectares with ~100,000 jobs projected over 10–15 years — inside URA’s North Coast Innovation Corridor.
- Rail: Woodlands South (TE3) is a 3–5 minute walk; Woodlands interchange (NSL/TEL) is one stop; the RTS Link to Johor Bahru terminates two stops away at Woodlands North, with passenger service targeted for end-2026 / January 2027 — a target that has shifted before.
- The precinct: Woodlands Health Campus (opened July 2024) and the 1.5-hectare Healing Garden the site fronts, Singapore Sports School and Christ Church Secondary adjacent, plus a mandated 500 sq m childcare centre on site.
Every driver on this list is already announced or built. None depends on a forecast — which is why they belong in an investment case and forecasts do not.
The old-rule advantages
Wynwood Grand’s tender closed on 5 August 2025, before the 8 May 2026 EC policy change. It therefore carries the pre-revision rules permanently: a 5-year MOP (new-rule sites: 10), privatisation at 10 years from TOP (new-rule: 15), a 70/30 first-timer/second-timer launch quota (new-rule: 90% first-timer, 2-year priority window), and the Deferred Payment Scheme (removed for new-rule sites). Only five awarded sites retain these rules, two of them at Woodlands Drive 17; our EC eligibility guide covers the mechanics.
For an investment case, the dates matter. On a ~2030 TOP (unconfirmed), an old-rule unit could be sold to Singaporeans and PRs from around 2035 and to any buyer from around 2040; a new-rule unit launched in 2027–2028 would reach those points five years later. Shorter lock-in has value; how much depends on a market nobody can model today. DPS, used by 72–85% of buyers at recent ECs, is a cash-flow tool rather than a return driver: it costs around 3% more and lets an upgrader keep the flat until near completion.
What recent EC launches tell us
Recent launches show two things: prices have climbed steadily since 2022, and sell-through has depended on location and pricing discipline, not the EC label.
| Project (district, launch) | Avg launch psf | Sell-through |
|---|---|---|
| North Gaia (D27, Apr 2022) | ~S$1,216–1,302 | 26.6% launch weekend; later sold out |
| Copen Grand (D24, Oct 2022) | ~S$1,300–1,337 | Sold out |
| Tenet (D18, Dec 2022) | ~S$1,360–1,384 | Sold out |
| Altura (D23, Aug 2023) | ~S$1,456–1,475 | Sold |
| Lumina Grand (D23, Jan 2024) | S$1,464 | 53% launch weekend; since sold out |
| Novo Place (D24, Nov 2024) | S$1,654 | 57% day one |
| Aurelle of Tampines (D18, Mar 2025) | S$1,766 | 90% launch weekend; 100% within a month |
| Otto Place (D24, Jul 2025) | S$1,700 | 58.5% day one |
| Coastal Cabana (D18, Jan 2026) | S$1,734 | 66.6% launch weekend; still selling |
| Rivelle Tampines (D18, Mar 2026) | S$1,893 avg | 92.5% launch weekend; 100% within a month |
Two cautions. Projects priced at the top of their market — North Gaia in 2022, Lumina Grand in 2024 — started slowly. And Q1 2026 was the strongest EC quarter in eight-plus years (1,168 new units sold), a tailwind that may not persist into a 2027 launch.

Holding costs, in plain words
Take our factsheet’s scenario — a ~900 sq ft 3-bedroom at about S$1.6–1.7 million — as arithmetic, not developer guidance. On S$1.65 million, a bank loan at 75% loan-to-value is about S$1.24 million; the other S$412,500 comes from cash and CPF, with at least 5% (S$82,500) in cash. Under the 30% Mortgage Servicing Ratio, a household at the S$16,000 ceiling can commit at most S$4,800 a month to the mortgage — tenure and interest rate then decide whether a S$1.24 million loan fits. Buyer’s Stamp Duty applies on top (as published; verify).
During the five-year MOP the unit must be owner-occupied — the whole unit cannot be let, so there is no rental income to offset the instalment, and our factsheet has no Woodlands rental-yield figure to cite. Maintenance contributions, owner-occupier property tax and the DPS premium (if used) are the other recurring costs. Only after MOP does the arithmetic change: the owner may sell to citizens and PRs, or let the unit, at whatever rents and prices then prevail.
The practical test: if instalment, maintenance and tax are affordable on today’s income with no rental and no appreciation, the case rests on the drivers above. If it needs appreciation to work, it is a bet, not a case.
Risks — the candid list
- Supply next door: Sim Lian’s Plot 2 (~560 units, S$794 psf ppr) is expected around Q2 2027, directly adjacent, plus Solano Grand (~300 units), Sembawang Road (~265) and Miltonia Close (~430) in 2027, with Coastal Cabana still selling. Resale competition at MOP will come from the same cohort.
- Interest rates: ECs are bank-financed only. A higher rate at drawdown or on refinancing raises the instalment, with no rental to cushion it during MOP.
- Policy: EC rules changed on 8 May 2026 and income ceilings on 24 August 2026. Wynwood Grand’s old-rule status is fixed to the parcel, but cooling measures, stamp duties and loan limits can change for everyone.
- Timeline: TOP ~2030 is an estimate; preview timing is unconfirmed. Delays extend the time spent paying for a home you cannot yet live in.
- Pricing: a record land cost means a launch price near the top of the EC market. Projects priced at the top of their cycle have sold more slowly.
- No guaranteed appreciation: older Woodlands ECs resell at S$1,046–1,351 psf; nothing guarantees Wynwood Grand will trade above its launch price in 2035 or 2040. Past EC performance is not a forecast.
Key takeaway
We market this project and are paid when it sells. Read the risks as carefully as the drivers, and ask us the questions you suspect we would rather not answer.
Q&A
Common questions
No price list has been released. Analyst estimates cluster at ~S$1,750–2,000 psf (Newmark S$1,750–1,850; Knight Frank average S$1,900–2,000). Treat any figure as an estimate until CDL publishes pricing at preview.
Norwood Grand, CDL’s private condominium nearby, averaged ~S$2,040–2,064 psf. The indicative EC band sits below that, reflecting EC eligibility and MOP restrictions rather than a difference in location quality.
Not the whole unit — owners must occupy the EC for the five-year MOP from TOP. Letting the whole unit becomes possible only after MOP, so the holding-cost arithmetic should assume no rental income until then.
It is the single largest supply risk: ~560 units next door, expected around 2027, on a higher land cost of S$794 psf ppr. It also confirms a second developer’s read of Woodlands demand and creates a larger EC enclave. Both facts belong in your decision.
We do not forecast returns. The drivers — MOP upgrader pool, a decade without a Woodlands EC, Regional Centre jobs, TEL and RTS Link, old-rule MOP — are real and documented. So are the risks: adjacent supply, interest rates, policy and timeline. Decide on both.
