Wynwood Grand and Solano Grand side by side
City Developments Limited won both of its current EC sites on the same day, 26 August 2025, and named them in the same announcement around July 2026. Wynwood Grand sits at Woodlands Drive 17 in the north; Solano Grand sits at Senja Close in Bukit Panjang. Because both were tendered before the 8 May 2026 rule change, buyers comparing them are comparing location, scale and price, not different rule books.
We are the appointed sales team for Wynwood Grand (Jeffery Ng, Huttons Asia, CEA R050136D), not CDL, so read this as a buyer’s comparison written by the Wynwood Grand side. Every figure comes from HDB tender records or published market reports, and unit counts are estimates that may vary.

What the two ECs share
Both sites were awarded before 8 May 2026, so both keep the pre-revision framework permanently: a 5-year Minimum Occupation Period, full privatisation at 10 years after TOP, a 70% first-timer and 30% second-timer launch split, and a Deferred Payment Scheme that the developer may offer. The household income ceiling is S$16,000 a month for both, because the S$18,000 ceiling only applies to sites tendered on or after 24 August 2026.
They also share a developer. CDL’s earlier ECs Copen Grand and Lumina Grand both sold out, which tells you about delivery and sell-through but not about price; our CDL track record article walks through that evidence.
- 5-year MOP and 10-year privatisation on both sites.
- Up to S$30,000 CPF Housing Grant for eligible first-timers on either, with the 5% option fee paid in cash.
- DPS possible at both, at the developer’s discretion and typically for a premium of around 3%.
- Both are among only five awarded sites islandwide that keep the old rules.
Where they differ: location, scale and density
Wynwood Grand’s site fronts the 1.5 ha Woodlands Healing Garden, beside Woodlands Health Campus, Singapore Sports School and Christ Church Secondary, and is an estimated 270–300 m from Woodlands South MRT (TE3) on the Thomson–East Coast Line. One stop reaches Woodlands interchange, and two stops reach Woodlands North, the planned RTS Link station for Johor Bahru (targeted end-2026 / Jan 2027). Woodlands Regional Centre, with around 100 ha of planned commercial space, is the longer-term anchor.
Solano Grand is in Bukit Panjang, in the D23 area, a different town with a different mix of transport and amenities. Our research file does not carry a verified walking distance to its nearest station or its amenity list, so we will not quote one; check the official site plan when CDL releases it. What the tender records do show is density: Senja Close carries a plot ratio of 3.0, against 1.7 at Woodlands Drive 17. Lower density usually means more ground-level space and fewer neighbours per unit, but it does not by itself set the price per square foot.
Scale also differs. Wynwood Grand’s roughly 420 units sit on a 25,207 sq m plot, while Solano Grand is a smaller project of about 295–306 units. A smaller project can sell through faster; a larger one offers more stack and unit choice. Neither is better in the abstract.
Key takeaway
The decision between the two is mostly about where you want to live and how much density you will accept. The rules, developer and income ceiling are the same.
Land cost and what it implies for price
Wynwood Grand’s land was bought at S$782.41 psf ppr and Solano Grand’s at about S$771. The gap is small, so land cost alone does not say one will launch far above the other. Analysts currently project roughly S$1,750–2,000 psf for Wynwood Grand; we have no verified analyst range for Solano Grand and do not want to guess one. CDL sets both price lists, and neither has been released.
Two things that will matter more than the land difference: the launch-day market, which has moved a long way since the S$1,337 psf Copen Grand launch of 2022, and the supply nearby. Wynwood Grand will be followed by Sim Lian’s adjacent Plot 2 (about 560 units, S$794 psf ppr), expected around Q2 2027, which affects both competition and the Woodlands story.
The best step is to register for both previews if you are eligible for both: nothing stops you comparing the official price lists the day they are released.

Which EC suits which buyer
Use this as a starting point, then test it against the official price lists and site plans.
- Choose Wynwood Grand if you want the lower plot ratio, a Woodlands Healing Garden and health campus precinct, a short walk to an MRT station and the longer-term Woodlands Regional Centre and RTS Link story.
- Look harder at Solano Grand if your family, work or schools are in or near Bukit Panjang and you prefer a smaller project; verify transport and amenities against the official site plan.
- If both fit, compare the same unit type at the same size once CDL releases the price lists, and compare the stack and floor rather than the headline psf.
- If you are a second-timer, note that second-timers join one month after launch under the old rules on both sites; the income ceiling and levy rules are identical.
Key takeaway
Registering is free and non-binding. We confirm your eligibility under the S$16,000 ceiling first, then send both launches’ confirmed details as CDL publishes them.
Q&A
Common questions
They share the same rules, developer and income ceiling, so it comes down to location, scale and density. Wynwood Grand is about 420 units at Woodlands Drive 17 with a 1.7 plot ratio; Solano Grand is about 295–306 units at Senja Close in Bukit Panjang with a 3.0 plot ratio.

Neither price list has been released. Land cost was S$782.41 psf ppr for Wynwood Grand and about S$771 for Solano Grand; analysts project roughly S$1,750–2,000 psf for Wynwood Grand. CDL sets both prices at launch.
Both previews are expected between late 2026 and early 2027 (Solano Grand Q4 2026 – 1Q 2027, estimated), but CDL has not confirmed dates.
You can register interest for both previews and compare the official price lists. Whether you can book both depends on your own eligibility and property position, so check with our team before you book.
