What “CDL EC” means in 2026

Search “CDL EC” or “CDL executive condo” in late 2026 and you are usually looking for one of two projects: Wynwood Grand at Woodlands Drive 17, or Solano Grand at Senja Close in Bukit Panjang. Both sites were won by City Developments Limited subsidiaries in August 2025, both were tendered before the 8 May 2026 policy change, and both are therefore among the handful of executive condominiums still sold under the old EC rules. This article is about the Woodlands project, but the developer story behind it is shared.

CDL is the Hong Leong Group’s property flagship, founded in 1963 and listed on the Singapore Exchange, which makes it one of Singapore’s longest-established listed developers. Its EC history runs through Blossom Residences, Piermont Grand, Copen Grand and Lumina Grand. Our Developer page is the fact sheet: entity names, tender figures and site particulars. This article does something different. It walks through CDL’s EC launches in order, asks what each tells a Wynwood Grand buyer about delivery, pricing and sell-through, and is candid about the limits of reading the past into a project that has not yet previewed.

A note on sourcing. We are the appointed sales team for Wynwood Grand (Jeffery Ng, Huttons Asia, CEA R050136D), not CDL, and this is not the developer’s website. Every figure below comes from HDB tender records or published market reports in our research file. Where a number for an older project is not in our sources, we say so rather than fill the gap.

CDL’s EC launches, project by project

Four completed or sold-out ECs sit in CDL’s record. The two earliest, Blossom Residences and Piermont Grand, predate the data collected for this site; our sources confirm them as CDL ECs but do not record their location, launch year, unit count or average price, so those cells are marked accordingly. The two most recent, Copen Grand and Lumina Grand, are well documented and are what buyers mean when they say “the developer of Copen Grand and Lumina Grand”.

Blossom Residences and Piermont Grand figures are not recorded in our research file; we have left them blank rather than estimate. Wynwood Grand unit count is HDB’s tender estimate and may vary.

From Northwave to Wynwood Grand: 2016–2026

Two things in that table deserve a second look. Copen Grand launched in October 2022 at roughly S$1,337 psf, in line with the EC market of its year: North Gaia had opened six months earlier at about S$1,216–1,302 psf and Tenet followed two months later at S$1,360–1,384 psf. Lumina Grand launched in January 2024 at S$1,464 psf, close to Altura’s S$1,456–1,475 psf in the same town five months before. CDL has priced its ECs at the market rather than above it.

The second is sell-through. Lumina Grand sold 53% over its launch weekend, well short of the 90%-plus weekends later recorded at Aurelle of Tampines and Rivelle Tampines, yet it still sold out. That is a record of clearing stock across the full sales period, not of one explosive weekend, and it matters because launch-weekend headlines say little about whether the last units sell.

The events behind Wynwood Grand itself read as a decade-long gap followed by a very busy eighteen months. Woodlands had not seen a new EC since Northwave in 2016; when HDB released Woodlands Drive 17, two record land bids followed in quick succession.

  1. 2016

Northwave launches — the last new EC in Woodlands for about a decade.

  2. Oct 2022

Copen Grand (CDL with MCL Land) launches in Tengah: 639 units, ~S$1,337 psf, sold out.

  3. Jan 2024

Lumina Grand launches in Bukit Batok: 512 units, S$1,464 psf, 53% on launch weekend, since sold out.

  4. 8 Apr 2025

HDB launches the Woodlands Drive 17 (Plot 1) EC tender under the 1H2025 GLS Confirmed List.

  5. 5 Aug 2025

Tender closes with five bids. CDL Divine tops Sim Lian by about S$619,000, or 0.17%.

  6. 26 Aug 2025

HDB awards Plot 1 to CDL Divine Pte. Ltd. at S$360,899,000 (S$782.41 psf ppr), an EC land record at the time. CDL also wins Senja Close.

  7. Jan 2026

Sim Lian wins the adjacent Plot 2 at about S$794 psf ppr, a new EC land record.

  8. 8 May 2026

New EC rules take effect for later tenders: 10-year MOP, 15-year privatisation, 90% first-timer quota, no DPS. Woodlands Drive 17 keeps the old rules.

  9. ~Jul 2026

CDL confirms the names Wynwood Grand (Woodlands Drive 17) and Solano Grand (Senja Close).

  10. Late 2026 / early 2027

Wynwood Grand preview expected, to be confirmed by CDL. Expected TOP around 2030 (agent estimate).

Pricing discipline against land cost

Read in order, the timeline says something about the developer. CDL committed to the north before the policy change made old-rule sites scarce, and it did so with a bid only a fraction above the next bidder: a confident but not reckless price for the land. That land cost is public, S$782.41 psf ppr, which lets buyers do something they rarely can for a private launch and sanity-check analyst forecasts against a hard number. The current spread for Wynwood Grand runs from about S$1,750 to S$2,000 psf: Newmark at S$1,750–1,850, land-multiple models at S$1,800–1,860 as a base case, and Knight Frank expecting a launch just above S$1,800 with an average of S$1,900–2,000 psf. None of these is a CDL figure; the price list is released at launch.

How does that compare with CDL’s earlier ECs? Our sources do not record the land cost for Copen Grand or Lumina Grand, so we cannot calculate a historic land-to-launch multiple for CDL itself. What we can say is that both were priced within the range of their contemporaries, and that the EC market has moved a long way since: the median new EC price was about S$782 psf in 2016 and S$1,843 psf across January to April 2026. A S$1,337 psf Copen Grand and a S$1,464 psf Lumina Grand were market prices for their year, and the same approach points to a Wynwood Grand price set by the 2026–2027 market rather than by CDL’s history.

Two local benchmarks frame that market. Norwood Grand, CDL’s own private condominium at Champions Way nearby, has transacted at roughly S$1,983–2,122 psf, while older Woodlands ECs such as Bellewoods, Forestville, Twin Fountains and La Casa resold at S$1,046–1,351 psf on 2025 averages. An EC launch somewhere between those bands is what the land cost, the analyst models and the islandwide EC-to-private gap of about S$864 psf all point to. The precise point is CDL’s decision, and nobody outside CDL knows it yet.

Key takeaway

The useful lesson from Copen Grand and Lumina Grand is not a specific psf. It is that CDL has launched ECs at the prevailing market level and then sold them out — which is a different thing from pricing low.

What the record does and does not guarantee

A listed developer with a completed EC record reduces certain risks for an off-plan buyer. It does not remove them, and it says nothing about whether a particular unit is right for you. Here is how we would weigh it.

  • Delivery: CDL has taken multiple ECs through to completion and reports to shareholders and regulators. Progress payments sit in a project account under the Housing Developers rules whoever builds, but a strong sponsor lowers the risk of delay. It does not fix a TOP date; the ~2030 figure is an agent estimate pending CDL’s confirmation.
  • Sell-through: Copen Grand and Lumina Grand both sold out, but Lumina Grand needed time after a 53% opening weekend. Do not assume Wynwood Grand will clear on day one, nor that waiting guarantees a better unit; around 420 units with a 30% second-timer quota is a modest release for a town with a ten-year EC gap.
  • DPS availability: the Deferred Payment Scheme is offered at the developer’s discretion and is only possible on old-rule sites such as this one. A well-capitalised developer is better placed to offer it, and recent ECs have seen DPS take-up above 50% (72% at Otto Place, about 85% at Coastal Cabana), usually at a premium of around 3%. Whether CDL offers it at Wynwood Grand, and on what terms, will be confirmed at launch.
  • Pricing: the public land cost lets you check forecasts, but it does not cap the price. Construction cost, financing and the market on launch day all sit on top of it, and the record EC launches of 2025–2026 show buyers paying more with each cycle.

Key takeaway

CDL’s record makes Wynwood Grand a lower-uncertainty purchase on delivery and reputation, a market-priced purchase on cost, and an ordinary purchase on everything else: unit choice, stack, financing and your own eligibility under the S$16,000 income ceiling. Judge the project on what CDL releases at the preview, not on what the brand suggests.

Q&A

Common questions

Blossom Residences, Piermont Grand, Copen Grand (639 units, Tengah, with MCL Land, sold out at about S$1,337 psf) and Lumina Grand (512 units, Bukit Batok, S$1,464 psf, sold out). Wynwood Grand at Woodlands Drive 17 and Solano Grand at Senja Close are its two upcoming ECs.

Yes. The developer is CDL Divine Pte. Ltd., a subsidiary of City Developments Limited, which won the Woodlands Drive 17 (Plot 1) tender on 26 August 2025 at S$360,899,000 (S$782.41 psf ppr).

Copen Grand and Lumina Grand both sold out. Lumina Grand opened at 53% over its launch weekend in January 2024 and cleared over the following sales period. Sell-through figures for Blossom Residences and Piermont Grand are not in our sources.

DPS is possible because the site was tendered before the 8 May 2026 rule change, and it is offered at the developer’s discretion, typically at a premium of around 3%. CDL will confirm availability and terms at launch.

No. CDL’s past ECs were priced at the market level of their year. Analysts currently project roughly S$1,750–2,000 psf for Wynwood Grand based on the S$782.41 psf ppr land cost and recent launches, but the official price list is released by CDL at the preview.
